Milroy A. Alexander

Roy Alexander, Executive Director/CEO, of Colorado Housing and Finance Authority (CHFA), leads this multifaceted, public purpose enterprise that finances affordable housing, business and economic growth opportunities throughout Colorado. In leading CHFA, Alexander has reoriented the quasi private entity towards improvement of its products, responsiveness and customer service, which has resulted in significant growth of its customer base. Mr. Alexander has a deep commitment to community service and currently serves on the Boards of seven organizations with interests primarily covering housing and economic development.

Cris A. White

Chief Operating Officer

Mr. White has been in this leadership position since January 2001. He joined CHFA in 1988, serving in various capacities until January 1996. He worked as a business development executive with an international equipment and real estate mortgage lender, and then rejoined CHFA in September 1996 as the director of asset management. He has a bachelor’s degree in business administration from Regis University.

Tom Hemmings

Chief Financial Officer

Mr. Hemmings has over 18 years of experience in various senior financial roles in the banking and financial services industries. He has served as vice president and chief financial officer for several commercial banks and mortgage companies, including a $1.5 billion publicly held banking and financial services institution. Mr. Hemmings is a CPA, educated at the University of Colorado in Boulder.

Charles L. Borgman

General Counsel

Charles "Chuck" L.  Borgman is General Counsel and Director of CHFA’s legal division. Prior to joining CHFA, Mr. Borgman served as regional counsel for North American Title Company, a subsidiary of Lennar Corporation, where he was responsible for underwriting, escrow matters, insurance regulatory matters, leasing, and claims administration for operations in Colorado, Arizona, Nevada, and Minnesota. Mr. Borgman received a bachelor of arts from the University of Iowa in 1970, and a juris doctor from the University of Iowa College of Law in 1973. Mr. Borgman entered private law practice in Colorado in 1981, specializing in banking, commercial mortgage lending, affordable housing, real estate development, foreclosures, and workouts. Mr. Borgman is a member of the Colorado Bar Association and the Executive Real Estate Roundtable.
