Hi Everyone,

We have a couple of updates on our February classes that I need to share with you.  We still have four classes scheduled, however, our February 12th Combining Programs class has been revised.  We ran into a scheduling problem with our presenter from the Division of Housing who was going to present information on the HOME program, so Heather Staggs, a Compliance Tax Credit Officer at CHFA graciously agreed to do her full day class on Combining Tax Credits and Section 8.  This class addresses the program differences in a very thorough manner, and those of you who have been in one of Heather’s classes already know how what a great instructor she is.  If you’ve already registered for the Combining Programs class, please let me know if you still intend to attend the class as revised.  Also, our February 15th Certifying Section 8 Tenants and File Maintenance class is now filled to capacity.  We do have tentative plans to reschedule the class again in the fall, so if you would like to be added to the tentative registration, please contact me.

We currently have space in the February 12th, 26th and 28th classes, but I would suggest registering as soon as possible.  Please note that the Evictions Class on the 28th will be held in Colorado Springs.  Call me if you have any questions.

Successful Integration of Tax Credits and Section 8

Section 8 and Tax Credits are two programs often combined, however, the regulatory aspects of each program are not always in agreement, creating confusion among owners and managers.  This comprehensive workshop will identify and deal with these differences.  Basic differences in calculating tenant income, assets, and student rule conflicts between the two programs will be presented.  Participants will benefit from exercises in calculating income and rent in various scenarios.  Differences in tenant file documentation and tenant records will also be discussed.

Date:  Tuesday, February 12th

          Time:  Registration: 8:45 a.m.   Class: 9:00 a.m. –  4:00 p.m.

          Who Should Attend:  Owners, managers and office staff of mixed property types

Certifying Section 8 Tenants and File Maintenance

This comprehensive workshop is being held to assist management in the training of new hires and less experienced office staff.  It will include an introduction to the Section 8 program and the basics of project based funding.  We will go through HUD Form 50059 line by line, explaining the “hows and whys” of each entry.  Additional topics will include the required notices for annual recertifications, dual tenancy, and third party verifications.  Participants will have an opportunity to complete 50059s for various tenant scenarios such as a basic move-in, a pro-rated household, households with childcare and/or students, and elderly households with medical expenses.  Learn from the CHFA officers who will be conducting your Management and Occupancy reviews how they would prefer to see your tenant files organized.  If officers are able to easily locate the information they need, they will take less time for the review and will be less likely to come into contact with “other” issues that may lead to findings.

Section 8 Tenant Selection – Overview of Requirements

This class will cover tenant selection regulations included in HUD’s Change 2 to the 4350.3 Handbook, which was released last summer.  It will also include a discussion of written Tenant Selection Plan topics required by HUD for all Section 8 properties. We will identify all the required topics and the importance of each one for your property.  The entire application process will be discussed, starting with creating and maintaining waiting lists (both computer generated and hand written), to qualifying residents for occupancy, including students.

The “Ins and Outs” of Basic Evictions

This class covers the basic residential eviction for non-payment of rent and evictions for causes other than non-payment.   Understand the importance of using the legally correct notices to eliminate any defense again the eviction action.  Common mistakes made in filling out and serving the notice which result in defective service and delay in eviction will be identified and discussed.  Learn how to deal with technical defenses often used by tenants, including tender, waiver and partial payments, how to put together a non-monetary case, as well as how long it takes to get it into court.  The different types of notices will be covered, i.e. notice to comply vs. notice to quit, what they indicate to a resident, and when you should serve more than one notice.
