CHFA Announces 2009 Board Appointments

Colorado Housing and Finance Authority (CHFA) is pleased to announce the following individuals have been reappointed by Gov. Bill Ritter and confirmed by the Colo. State Senate to continue their service on CHFA's board of directors:

  • Joel S. Rosenstein, shareholder with Senn Visciano P.C.; and
  • John A. Blumberg, co-founder and managing partner with Black Creek Group.

Additionally, CHFA welcomes four new members to their board of directors:

  • Colorado Senate President Pro-Tem Betty Boyd;
  • James Hahn, JMH Consulting;
  • David Myler, attorney with Myler Law Firm P.C.; and
  • Anita Padilla Fitzgerald, founder and CEO of MegaStar Financial Corp.

They join five additional board members to serve collectively as the authority's governing body.

Joel Rosenstein, shareholder, Senn Visciano P.C.

Joel Rosenstein is a shareholder of Senn Visciano P.C., and currently serves as the Chair of CHFA's board of directors. Mr. Rosenstein practices commercial real estate, real estate finance, special district, and general corporate law. He has created a diverse client base, providing representation on many aspects of real estate law including leasing, acquisition, disposition, development, finance, lending, zoning, land use, and the formation to Title 32 districts and other quasi-governmental entities.

Mr. Rosenstein is a founder and executive committee member of Solera National Bancorp, Inc., a bank holding company that owns Solera National Bank. Solera is an OCC chartered and FDIC insured bank headquartered in Lakewood, Colo. specifically designed to serve the growing Latino community.

Mr. Rosenstein was first appointed to the CHFA board of directors in July 2005. He is currently on the board of directors of the Denver Metro Chamber of Commerce, and previously served on the board of directors of the Colorado Commission on Higher Education, the College Access Network, and the Colorado Land Use Commission.

Colorado Senate President Pro-Tem Betty Boyd

Colorado State Sen. Betty Boyd is a recognized leader in the General Assembly for her work to address issues facing working families and low income people including affordable housing, family support, and advocating for children.

Sen. Boyd was appointed to the Senate in March 2006. She was elected to her Senate seat in Nov. 2006, and continues to serve the citizens of Lakewood in that capacity today. In the 2009 legislative session, Sen. Boyd was elected by her colleagues to serve as President Pro-Tem. She also chairs the Senate Health and Human Services committee, and is a member of the State, Veterans, and Military Affairs committee. Prior to her work in the Senate, Sen. Boyd served in the House of Representatives between 2001 and 2006.

Sen. Boyd has lived in Lakewood, Colo. since 1974. She has a long track record of community involvement and currently serves as a board member of the Jeffco Action Center and the Lutheran Family Services of Colorado.

John A. Blumberg, co-founder and managing partner, Black Creek Group

John A. Blumberg is a co-founder and managing partner of Black Creek Group. Mr. Blumberg co-founded the first Black Creek affiliated entities in 1991 with James Mulvihill and Evan Zucker, and co-founded Dividend Capital Group in 2002 with Mr. Mulvihill and Mr. Zucker. He currently serves as chairman of Dividend Capital Total Realty Trust, a non-traded Real Estate Investment Trust that invests in a diversified portfolio of real estate assets. As of Dec. 31, 2008, with Mr. Mulvihill and Mr. Zucker, and other affiliates, Mr. Blumberg has overseen directly or indirectly through affiliated entities, the acquisition, development, redevelopment, financing, and sale of real estate related assets with an aggregate value in excess of $6.4 billion. Mr. Blumberg has served as CEO of Mexico Retail Properties since 2002. He was previously responsible for overseeing the activities of Black Creek Communities, LLC, a U.S. based developer of apartment communities, and is also a co-founder of CPA, one of the largest owners and developers of industrial properties in Mexico. Prior to 1991, Mr. Blumberg was president of Chemical Real Estate, Inc. In this capacity, Mr. Blumberg oversaw real estate investment banking, merchant banking, and loan syndications. Mr. Blumberg was also past chairman of the board of Southeast Business Partnership, and previously served on the board of directors for Rick's Center for Gifted Children and Developmental Pathways. Mr. Blumberg holds a bachelor's degree in business from the University of North Carolina at Chapel Hill.

James Hahn, JMH Consulting

James Hahn provides transaction and asset management services to for-profit and nonprofit real estate developers through JMH Consulting, LLC. He brings to CHFA more than 25 years experience in investment banking, real estate finance, and portfolio management. Mr. Hahn also is familiar with the intricacies of tax exempt bonds and the federal low income housing tax credit, key programs administered by CHFA in Colo.

Mr. Hahn is a board member of several community and national organizations, including the National Housing and Rehabilitation Association, and the Men for the Cure Foundation. He has previously served as a member of the board of commissioners for the Housing Authority of the City and County of Denver.

David J. Myler, attorney, The Myler Law Firm P.C.

David J. Myler is an attorney specializing in land use, real estate, and municipal law. He previously served as general counsel for the Town of Snowmass Village and Snowmass Village Housing Authority between 1979 through 1988. Mr. Myler is a former board member and board chairman of the Aspen/Pitkin County Housing Authority.

Prior to forming The Myler Law Firm in 2005, Mr. Myler practiced law with the nationally recognized land use firm Freilich, Leitner & Carlisle based in Kansas City, Mo. The firm operated in Colo. as Freilich, Myler & Carlisle until 2004 with an emphasis on land use, zoning, planning, city and county government, environmental, and real estate matters. Mr. Myler has extensive experience in the development and management of affordable housing projects in the Roaring Fork Valley.

Anita Padilla Fitzgerald, founder and CEO, MegaStar Financial Corp.

Anita Padilla Fitzgerald is the founder, president, and CEO of MegaStar Financial Corp., a HUD approved retail mortgage banker doing business in 42 states, and employing over 300 full time staff. Her company has been annually awarded the Gold Star Award from the Better Business Bureau since 2003.

Prior to founding MegaStar Financial Corp. in 1999, Mrs. Padilla was president/CEO of First Financial Corp. In that capacity, she led her team in converting the brokerage company to a mortgage banking firm, and grew the company's production to $2 billion in sales. She also served as vice president of operations for Cherry Creek Mortgage, and has more than 30 years experience as a mortgage banker.

Mrs. Padilla is serving her second term on the State of Colorado's Division of Regulatory Affairs (DORA) Rules Committee Task Force. She is a board member of the Colorado I Have a Dream Foundation, and a member of the Denver Hispanic Chamber of Commerce Latino Council.
