update: mortgagee letter 19-06 documentation no longer required
As you may be aware and pursuant to HUD Mortgagee Letter 2019-12 dated August 13, 2019, HUD rescinded Mortgagee Letter 19-06, Downpayment Assistance and Operating in a Governmental Capacity (ML 19-06).
In light of this on or after August 29, 2019, CHFA's Down Payment Assistance (DPA) letters for FHA loans will no longer include certain language required by ML 19-06, nor the legal opinion from CHFA's legal counsel required by ML 19-06 that had been attached as an exhibit to such letters.
CHFA confirms that we operate our DPA programs in a manner consistent with HUD guidelines.
