governor signs bills expanding homeownership opportunities into law

Following the 2025 legislative session, Governor Jared Polis signed two pieces of legislation into law that expand homeownership opportunities for Coloradans—SB25-006: Investment Authority of State Treasurer for Affordable Housing and SB25-167: Invest State Funds to Benefit Communities.

Sponsored by Senator Dylan Roberts and Representatives Manny Rutinel and Mary Bradfield SB25-006 authorizes the State Treasurer to invest $50 million in CHFA bonds at below-market rates to support financing of for-sale housing construction loans and mortgage loans for low- and moderate-income households. SB25-006 was signed into law on Thursday, May 15th at a ceremony in Frisco. At the ceremony, Governor Polis and bill sponsors noted the importance of housing affordability in Colorado and thanked CHFA, among other partners, for its work on the bill.

On Wednesday, June 4th, Governor Polis signed SB25-167: Invest State Funds to Benefit Communities into law in a ceremony at the Governor’s Mansion. SB25-167 authorizes investment from the Public School Permanent Fund to support shared-equity down payment assistance for eligible public school employees. The down payment assistance will be paired with a CHFA first mortgage loan and made available through CHFA’s network of Participating Lenders. At the bill signing, Governor Polis and bill sponsors Senators Judy Amabile and Lisa Frizell discussed the positive impacts of homeownership especially for critical job sectors in Colorado and thanked stakeholders for their work to advance the bill.

CHFA looks forward to the implementation of SB25-006 and SB25-167 as the innovative investments are made to support affordable homeownership for low- and moderate-income Coloradans.
