HCV Specialist 360 is a three-day, immersive course that builds both the technical and human sides of Housing Choice Voucher work, from intake to termination and everything in between. It combines core HUD requirements with a structured practicum and our proprietary In Their Shoes cards to help staff slow down difficult moments, not just “get through” them.
The course includes a brief update on key legislative changes and current HCV program rules, in-depth coverage of eligibility, limits on assistance to non-citizens, waiting list management, annual income, allowances and rent calculations, voucher issuance and leasing, portability, payment standards, and rent reasonableness. An overview of SEMAP and HQS is also included.
Course Overview
Participants move chapter-by-chapter through the full HCV lifecycle, including program fundamentals, eligibility, rent calculations, briefings, reexaminations, terminations, inspections, portability, and customer service. Along the way, they connect policy and procedure to the lived realities of families, landlords, and frontline staff using realistic case studies and facilitated discussion.
Throughout the course, participants engage in a series of scaffolded case studies that require them to apply HUD rules, local policies, and documentation standards to realistic HCV scenarios. Working individually and in small groups, they interpret key documents, perform calculations, make eligibility and termination decisions, and justify their choices as if they were documenting a live file.
By the end of HCV Specialist 360, participants will:
- understand and apply core HCV program rules across intake, eligibility, leasing, ongoing occupancy, terminations, inspections, and portability;
- strengthen judgment and documentation skills through repeated case studies tied directly to the content; and
- build more trauma-informed, person-centered communication habits using In Their Shoes cards to practice how they show up in high-stakes conversations.
Every participant will receive a course book, which provides comprehensive coverage of HUD’s occupancy rules and regulations and will assist all those trained by us to perform their daily functions more efficiently and effectively far after they have attended.
Following the two-day workshop, participants have two weeks to complete an online examination (paper exam upon request).
