Selecting applicants from a waiting list is not always a straightforward process—different affordable housing programs have unique requirements that must be followed to ensure compliance. 

Understanding how to properly manage waitlists, apply tenant selection criteria, and maintain accurate records is essential for leasing staff, compliance teams, and property managers.

This session will provide a clear roadmap for navigating waitlist management and tenant selection requirements across all major affordable housing programs, including housing tax credit, HUD multifamily housing, Rural Development (RD), and HOME.

This session is ideal for property managers, compliance professionals, leasing agents, and anyone responsible for applicant selection in affordable housing programs. Topics covered will include:

• creating and maintain a compliant waiting list for each program; 
• opening and closing the waiting lists;
• documenting changes and updating applicant information;
• removing and reinstating applicants; 
• understanding Tenant Selection Plan (TSP) requirements across programs;
• implementing preferences for the elderly, tenants with disabilities, Violence Against Women Act (VAWA) protections, individuals experiencing homelessness, and others;
• tenant screening criteria, including what is allowed and not allowed;
• assigning accessible units in compliance with Fair Housing and reasonable accommodations; and
• addressing requests for reasonable accommodation and modifications related to tenant selection.
