CHFA administers this program, but the buildings are managed and leased by the property owners. Assistance is limited to properties previously rehabilitated under a housing assistance payments (HAP) contract between an owner and CHFA.

RAD2 was created as a powerful tool by HUD to preserve and improve public housing properties by offering the owner of a Section 8 Moderate Rehabilitation property the opportunity to enter into long-term contracts that facilitate the financing of improvements.
