The Moderate Rehabilitation program provides project-based rental assistance for low income families. The program was repealed in 1991 and no new projects are authorized for development.

CHFA administers this program, but the buildings are managed and leased by the property owners. Assistance is limited to properties previously rehabilitated under a housing assistance payments (HAP) contract between an owner and CHFA.​​

Rental Assistance Demonstration 2 (RAD2)

RAD2 was created as a powerful tool by HUD to preserve and improve public housing properties by offering the owner of a Section 8 Moderate Rehabilitation property the opportunity to enter into long-term contracts that facilitate the financing of improvements.
